Background of the Study
Slum upgrading programs in Ibadan North-East have been introduced as part of broader urban renewal efforts aimed at improving living conditions in informal settlements (Garcia, 2023). These initiatives seek to provide basic infrastructure, secure tenure, and improved public services to disadvantaged communities. While the programs have led to visible improvements in housing and sanitation, challenges remain regarding sustainability and community participation (Lee, 2024). Critics argue that without adequate planning and stakeholder involvement, such programs risk superficial improvements that do not address underlying socio-economic inequalities (Ramirez, 2025). The complexity of urban poverty requires that slum upgrading be integrated with broader economic and social policies to foster genuine community empowerment. This study critically appraises the effectiveness of these programs in Ibadan North-East, examining their impact on residents’ quality of life and long-term urban integration (Garcia, 2023).
Statement of the Problem
Despite significant investments in slum upgrading, residents in Ibadan North-East continue to face persistent challenges. The improvements in infrastructure have not always translated into sustainable socio-economic benefits (Garcia, 2023). Issues such as limited community participation, inadequate maintenance, and unresolved tenure insecurity persist, undermining the intended impact of the programs (Lee, 2024). The gap between policy implementation and community expectations calls for a thorough evaluation of program effectiveness to identify gaps and propose sustainable solutions (Ramirez, 2025).
